What the three dungeon challenges ask
Dungeons is one of six Legacy Challenge categories, and it pays three Legacy Points. Blizzard's Legacy System article words all three challenges the same way: defeat the final boss in all dungeons of a level band. The bands are 15 to 25, 26 to 45 and 46 to 60, and each band is its own challenge worth one point.
The wording names the final boss and nothing else. Earlier bosses, optional wings and dungeon quests aren't part of the criteria as published, so the kill that matters is the last one in each dungeon.

Which dungeons fall in each band
That list is the missing piece. Blizzard hasn't published which dungeons belong to which band, and Forever's lineup mixes familiar dungeons with new ones such as the City of Dalaran, which only opened for beta testing in the 8 October build.
Avoid building the list from recommended levels alone. A dungeon whose range straddles 25 or 45 could be assigned to either side, and only the band the game checks counts. Blizzard compares Legacy Challenges to achievements, so once you have Legacy access, the challenge's own entry in the Legacy panel (Y) is the first place to confirm what it tracks. Since the 8 October build, clicking an earned Legacy Challenge also opens the Legacy Challenge window.
Planning the points around leveling
The cheapest way to earn these points is to kill each final boss while the dungeon still gives you experience. The 8 October beta build raised experience from dungeon creatures by roughly 20% and went back to Classic Era's party rule, where your own level, not the highest party member's, sets the penalty for killing lower-level enemies.
Carries are the risky shortcut. Blizzard's notes say that if anyone in the party is vastly higher level than the enemy, nobody in the party gets experience. Whether those kills still count toward the challenge hasn't been confirmed, and neither has a high-level character returning to clear a low band on its own.
Once earned, each point belongs to your Battle.net account and works on all your non-Hardcore characters. Blizzard counts dungeons and raids together as six of the 29 points a single character can earn, so a main who clears every band banks three points toward the 16-point spending cap without an alt. Hardcore keeps its own ledger: completions elsewhere don't show up there, while challenges earned in Hardcore carry to every other ruleset.
Still to come
Not yet settled by our sources or tested in game:
- The dungeon list for each band, including where City of Dalaran and Forever's other new dungeons fall.
- Whether final-boss kills made on different characters combine toward one band, or one character has to clear the whole band.
- Whether a kill counts when the character, or a party member carrying the group, is far above the dungeon's level.
