What Penance is in Forever

Penance is the new 21-point Discipline milestone talent. Blizzard's Priest and Warrior deep dive describes a 2-second channel on a 12-second cooldown: on an ally it heals every second, on an enemy it deals damage every second.

The levels are schematic, not measured; Blizzard's stated aim is a mana-efficiency edge for Penance over Heal.

What the 8 October tuning means

The 8 October notes changed Penance three ways. Its damage and healing came down to fix a bug that treated it as a 3-second channel instead of 2. Its mana costs were adjusted so it keeps a consistent efficiency advantage over the Heal and Greater Heal family, which raised Rank 1's cost by 50%. And healing went up on ranks 2 and 4.

Blizzard's stated aim is to bring Penance in line with powerful spells that have a cooldown. Any spreadsheet or tooltip screenshot from before 8 October overstates how much it heals.

When Penance beats a normal heal

The efficiency edge is Blizzard's tuning intent: the 8 October notes set Penance's mana costs to keep a consistent advantage over the Heal and Greater Heal family. Per-rank costs and healing aren't published, so nobody can check that rank by rank yet. Taken at its word, when a target needs at least a Penance worth of healing, Penance should get it there for less mana per point healed.

Efficiency isn't the whole decision. Penance is a 2-second channel, so it holds you in place while it runs; if you need to move, or expect to be interrupted, another heal can be the safer choice. A target about to die may need whichever heal lands soonest, and other spells bring mechanics Penance doesn't replace, such as Renew's healing over time or Power Word: Shield's absorb.

Overhealing is where that advantage disappears. Efficiency only counts on healing that lands, so a Penance into a nearly full target wastes both the mana and the 12 seconds. On light damage, holding it for the next real hit is usually the better spend.

A 12-second cooldown also means Penance cannot carry a fight alone; Heal and Greater Heal still fill the gaps. The talents below decide how those spells fit together. With Litany of Light, for example, alternating Penance with a differently named heal earns a partial mana refund, and with Renewed Hope a target carrying Weakened Soul from your shield is a better Penance target.

Still to come

Not yet settled by our sources or tested in game:

  • Mana cost, healing per tick and learn level for each Penance rank after 8 October.
  • How many times Penance heals over its 2-second channel.
  • Heal and Greater Heal rank costs and cast times, needed for a side-by-side efficiency table.
  • Whether lower Penance ranks fall under the downranking penalty.
