WoW: Forever's level cap at launch: 60
WoW: Forever launches with a level cap of 60, the max level at launch. Blizzard's own announcement confirms it: players return to the original continents and adventure to level 60 (Blizzard, 12 September 2026). The What's Next panel recap adds the scope, more than a thousand new quests woven throughout the level 1-60 journey (Blizzard, What's Next Panel Recap, 12 September 2026).
That number is not a placeholder before an expansion raises it further. Forever's roadmap, laid out at the same BlizzCon panel, keeps adding raids, dungeons, and zones at level 60: new raids on 9 December, then more raids, dungeons, and quests through the 1-60 journey over time (Blizzard, What's Next Panel Recap, 12 September 2026). Blizzard has not said whether a later update raises the cap again, so plan around 60 as the ceiling for now, not a confirmed stop on the way to 70 or 80.

The WoW Forever beta level cap: 20, then 30
The beta is not running at the full level 60 cap. It opened on 17 September 2026 with players capped at level 20, as Blizzard's own beta announcement confirms, and as developers Clay Stone and Nora Mills said in an interview days earlier (Blizzard, 17 September 2026; Icy Veins, 14 September 2026).
Blizzard's level cap increase landed on 1 October 2026, raising the beta cap to level 30. The same development notes opened Razorfen Downs (level 25 and up) and Uldaman (level 30 and up), and added a new dungeon, Excavation Site: Wetlands, for levels 26 to 31 (Blizzard Forums, WoW Forever Beta Development Notes, 1 October 2026).
Blizzard's own beta page lists 30 as the test's ceiling, not a stop before 40 or 60 (Blizzard, 17 September 2026). The beta runs through 21 October 2026, two weeks before launch, and every beta character is wiped before the real level 1-60 climb starts on 4 November. Whether Blizzard nudges the beta cap again before then is not yet confirmed.
Is the WoW Forever level cap 40?
No official source lists a level 40 cap, in the beta or at launch. The number most likely comes from other 40s floating around Forever: Onyxia's Lair returns as a 40-player raid (Blizzard Watch, 14 September 2026), and the same 1 October beta patch that raised the level cap to 30 also opened Uldaman at level 30 and added the new Wetlands dungeon for levels 26 to 31 (Blizzard Forums, 1 October 2026). None of those numbers are a level cap.
If you are leveling in the beta today, 30 is still the wall. At launch, the wall moves to 60, and nothing Blizzard has announced points to a cap increase after that.
What is waiting at level 60
Hitting 60 at launch does not drop you straight into raiding. Blizzard's roadmap sets the first raid tier for 9 December 2026, five weeks after the 4 November launch. The Barrow Deeps is planned as a maximum-level 10-player raid, and Hyjal Summit brings 20-player encounters to the aftermath of Archimonde's defeat on the mountain (Blizzard, What's Next Panel Recap, 12 September 2026).
A hands-on BlizzCon report names a third raid for Forever, a 40-player return for Onyxia's Lair, alongside the two new raids (Blizzard Watch, 14 September 2026). Blizzard's own roadmap lists a revamped iconic raid among the updates that follow the 9 December unlock, but does not name it or give it a date, so treat Onyxia's size and timing as likely, not yet written down by Blizzard itself. Before any of that, the nine new dungeons span levels 13 to 60, with the Hall of Thanes under Ironforge near the start of that range and Shaper's Terrace at the very top.
Reaching level 60 does not have to mean guessing which of the nine new dungeons to run first. Wowdee will turn your character's level and quest log into a short route toward 60 and the pre-raid dungeons that matter most before 9 December.
Still to come
Not yet settled by our sources or tested in game:
- Whether Onyxia's Lair, likely Blizzard's unnamed 'revamped iconic raid,' launches with the 9 December raid tier or later, and whether Blizzard confirms its 40-player size in its own written article.
- Whether the beta's level cap stays at 30 through the 21 October end date or gets one more bump.
- Whether any future Forever update ever revisits the level 60 ceiling itself, as opposed to adding more content at that level.
