Will Blizzard stop high-level players ganking you?
Not according to the developers on 15 October. Around 35:29 a guest asked whether anything would stop level 60 characters camping low-level players until they log out. Around 35:44 a developer's short answer was no: on a PvP ruleset, PvP happens, as it has throughout the game's history, and players need to decide whether they are comfortable with that. Some sessions will simply be frustrating.
The developer did draw one line in the same answer. Exploiting or cheating, behavior that goes beyond simply playing the game or camping someone, is something Blizzard will step in on. The podcast did not go further into how reports are reviewed or where that line falls in practice.

Why there is no camping limit
Around 38:14 a developer explained the line-drawing problem. Deciding how much camping is too much, turning that into a rule and enforcing it would be difficult and onerous. It would also leave players worried about getting in trouble for rough but ordinary play on a PvP ruleset.
Around 38:56 the developers argued that the low moments are what make the great fights memorable, and that frustration should push players toward social answers: a guild, friends who come to help, or logging on to a main character to deal with the camper. Wrapping that in too many rules, they said, would muddy the experience.
Safeguards discussed for events, not everyday play
Around 36:25 the developers recalled Season of Discovery events such as Blood Moon and the Battle for Blackrock Mountain, where resurrecting players got a brief window of invisibility or immunity to collect themselves and escape. For places where PvP is deliberately switched on as an outdoor event, they said similar systems could be explored.
Around 40:14 they drew the boundary: when Blizzard funnels players into an event or reshapes the landscape, it will build systems to encourage the behavior it wants. For normal gameplay, they said they would rather let things be where they can. As of 15 October, nothing described a new protection for players questing in the open world.
What to do when you are being camped
Around 41:05 a guest described a stream in which players gathered to protect low levels from a hunter who had been killing them, and suggested asking for help in the local defense chat. That is the kind of social answer the developers described, though nobody is obliged to come.
If camping would regularly spoil your sessions, weigh that before your next character. Blizzard's ruleset guide describes Normal as the ruleset where you take part in PvP when you choose, while PvP adds danger to every trip into contested territory. You cannot freely move a character between rulesets; playing elsewhere means starting a new character there.
- Ask your guild, friends or the local defense chat for help.
- Move to another quest area, or play another character, for a while.
- Report anything that looks like cheating or exploiting; the developers said Blizzard will step in on that.
- If you want world PvP only by choice, consider Normal for your next character.
Still to come
Not yet settled by our sources or tested in game:
- Which future outdoor PvP events in Forever, if any, will use resurrection invisibility or immunity safeguards.
- Whether Blizzard publishes Forever-specific guidance on when camping crosses into behavior it acts on.
