What changed on 1 October
Blizzard's 1 October beta notes say High Order Skyborne can now do Power Over Poison to learn Cure Poison. High Order is the Alliance side of the Skyborne. The note says nothing about Windshapers, and one player in the bug thread said Windshaper Skyborne were getting the spell without trouble.
Before the fix, High Order Druids could finish the lead-in quest, Curing the Sick, and collect its bag, but no follow-up appeared when they turned it in at Moonglade. Several players reported the same dead end.

Why reputation wasn't the answer
Players first suspected Cenarion Circle reputation. Skyborne Druids in the thread sat just short of Friendly, around 2,600 to 2,800 of the 3,000 Neutral needs, even after finishing every quest open to them, and some found the Moonglade trainers wouldn't train them either.
Then one player compared notes with a level 16 Night Elf Druid at the same reputation who did get the spell. That pointed to a Skyborne-specific problem, and Blizzard's note fixes it by naming the race, not a reputation requirement. Nothing published suggests you need to grind Cenarion Circle first.
The route players reported
Blizzard's notes don't describe Power Over Poison's objectives. The steps below come from players in the bug thread, written before the fix.
- Get to Moonglade. Skyborne don't get the Moonglade teleport that other Druids learn with Bear Form; players picked up the Moonglade quest in Dalaran, near where the flight master usually stands, or in Stormwind's park.
- Complete Curing the Sick and hand it in. It rewards a bag.
- Take Power Over Poison as the follow-up. Players name Dendrite Starblaze in Moonglade as its giver.
- Complete it to learn Cure Poison.
Still to come
Not yet settled by our sources or tested in game:
- Power Over Poison's objectives and minimum level.
- Whether the Moonglade Druid trainers now train Skyborne; the 1 October note covers only the quest.
- Whether any other High Order Druid quests still depend on Cenarion Circle standing.
