Seals stay up when you Judge
Judgment no longer consumes your seal in WoW: Forever. In Classic, every Judgment burned off the seal you had active, so you recast it before your next swing just to keep it running. Blizzard confirmed at the 13 September Deep Dive that Forever drops that step entirely.
That frees up your global cooldown for Holy Strike or another seal instead of reapplying the one you already had. Protection paladins get their own version of the change too: Seal of Fury is a new tank-focused seal that favors fast weapons, grants small absorb shields, and makes Judgment taunt while it is active.

How does seal twisting work in WoW: Forever?
Seal twisting is the old trick of swapping seals mid-fight so your weapon carries one seal's effect into a swing that technically belongs to a different seal, timed off your weapon speed. In Classic that meant watching a swing timer addon closely.
Forever's Twist of Light talent does the timing for you. Casting a new seal lets it echo into your next melee swing, so the hit still lands with the old seal's effect for one more swing while the new seal settles in. Blizzard's stated goal, per the Deep Dive, is that you should not need a swing-timer addon to twist.
The 24 September beta build also cut the mana cost of your seal spells by 20 percent while Twist of Light is active, according to the beta development notes. A 4 October forum feedback thread, labeled here as a player report, argues it is still not enough: Judgment's own mana cost eats most of what the Sanctified Judgement talent refunds. The player's own math, run at level 60 mana costs, has a twisting Retribution paladin losing more than a thousand mana over six weapon swings.
Holy Strike's cooldown and damage, confirmed
Holy Strike is the Paladin's class-wide weapon strike, unlocked at level 6, dealing Holy damage on a melee swing. At the Deep Dive it ran on a 12-second cooldown.
The 24 September build cut that to 10 seconds and removed Improved Holy Strike, the early Holy talent that used to do the same job, folding its effect into the ability for every Paladin. The same build raised Holy Strike's weapon-damage percent at every rank, now 25/29/32/36/39/43/46/50 percent instead of the old 25/25/30/30/35/35/40/40 spread, per the beta notes.
Retribution gets an extra bump on top: Sacred Arbiter now adds 20 percent more damage to Holy Strike, up from 10 percent before the 24 September build.
Champion of the Light and spell-power Retribution
Retribution is not locked into pure melee. Champion of the Light converts part of your Intellect into spell damage, confirmed at the Deep Dive. That conversion is what can let a Retribution paladin lean on a caster-style weapon instead of a straight melee one.
On 1 October, Blizzard lowered that conversion: the ratio is now 20/40/60 percent across its ranks, down from 33/66/100 percent, according to the beta development notes. The developers also noted the tooltip had wrongly implied a healing increase; it never affected healing, so that line was removed.
Champion of the Light makes Intellect worth something for Retribution, but only up to that new ratio, so a slow caster-style weapon is not an automatic upgrade over a fast melee one. The Wowdee add-on + app will compare two weapons side by side for your Retribution paladin, weighing melee damage against the Intellect it feeds Champion of the Light, so you can see which one actually hits harder before you spend the gold.
Still to come
Not yet settled by our sources or tested in game:
- Whether Twist of Light still echoes exactly one swing after later beta builds.
- Whether Blizzard adjusts Ret mana regeneration given the 4 October player feedback on Sanctified Judgement.
